Frank R. Diggins, 88, of Upper Chichester, owner/operator of the George J. Diggins & Son Co. of Chester, died March 17 at home.

Born, reared and educated in Chester, Mr. Diggins lived in the city for most of his life before moving to Upper Chichester 14 years ago. He was a graduate of Old St. Michael's Parochial School and attended Cheter High School.

Self-employed as a plumber, he operated the business founded by his father in Chester for many years before his retirement.

A volunteer fireman for the Moyamensing Hook & Ladder Co. of Chester, he served as secretary of the company for a number of years until recently. In addition, he was a past chief of the Moyamensing Juniors and belonged to the Keystone Chiefs Fire Association and the Chester Firemen's Relief Association.

During World War II, Mr. Diggins was an officer with the City of Chester Civilian Defense organization.

For many years, he also served as judge of elections for the Fifth Ward, First Precinct in the city.

Active with the Boy Scouts and Girls Scouts of the area throughout his life, Mr. Diggins was a committee member of Blessed Katharine Drexel Troop 128 of the Boy Scouts, a member of the former William Penn Merit Badge Council, and was active with St. Michael's Girl Scout Troop for several years.

Husband of the late Helen M. Kelly Diggins, who died in 1981, he is survived by three sons, Edward G. Diggins of Rehoboth Beach, Del., Thomas A. Diggins Sr. of New Castle County, Del., and Raymond J. Diggins Sr. of Chester; four daughters, Kathryn Kleber of Upland, Mary Elizabeth Diggins, at home, Fran Williams of Middletown and Rita Hladasz of Chester, 16 grandchildren and 12 great-grandchildren.

He was the brother of the late William A. Diggins, the Hon. John V. Diggins, Charles F. Diggins, Joseph D. Diggins and George Diggins, and the father of the late Robert J. Diggins, who died in 1973.

Mass of Christian Burial will be celebrated at 10 a.m. Thursday at Our Lady of Charity Catholic Church, Upland Road, Brookhaven. Burial will be in Immaculate Heart of Mary Cemetery, Upper Chichester. Calling hours are from 7 to 9 tonight and after 8:30 a.m. Thursday at the Nolan-Fidale Funeral Home, 2316 Providence Ave., Chester.

In place of flowers, memorial gifts may be sent to the Crozer Hospice Program, 1 Medical Center Blvd., Upland, Pa. 19013.

Notes: Mr. Diggins was born 12/11/1907.
