Alexander "Al" V. Osowski, 86, a city councilman for eight years, died April 21 at Crozer Chester Medical Center.
Born in Jersey City, N.J., Mr. Osowski was the son of the late Francis Osowski, who died in 1938, and the late Victoria Bielaskai Osowski, who died in 1951. A resident of Cheester nearly all of his life, he moved to Media nine years ago to make his home with a daughter.
Educated at St. Michael's School, Mr. Osowski was elected to city council in the 1970s and served two full terms on council before his retirement in 1981. While on council, Mr. Osowski served as director of the city's Department of Public Safety, the Department of Finance and also the department of Streets and Public Works. For a short period, Mr. Osowski also served as acting mayor.
Mr. Osowski also served on the board of the Chester Housing Authority for 10 years. He was active in organizing the fire company at 3rd and Tilghman streets and was one of the organizers of Chester Towers residences for seniors.
A member of the board of directors of Chester Water Authority, Mr. Osowski also was an active lifetime member of St. Hedwig's Catholic Church. In addition, he was very active with the Republican party in Chester.
During his early life, Mr. Osowski was a boxer. A lifetime member of the Polish-American Citizens Club of Chester, he also was a founding member and lifetime member of the Polish-American Eagles Citizens Club and was president when the club was dedicated in 1954. Subsequently, he served as treasurer of the club until his death.
Mr. Osowski also was active in a number of fund-raisers through the Polish-American Eagles Club for the former Sacred Heart Hospital. He served as a delegate to the United Polish Society and was a lifetime member of Lodge 2182 of the Polish National Alliance.
He served as chairman of the board of directors of the Citizens for Eisenhower Campaign in Chester during the early 1950s.
Founder of the Pulaski Day parade, Mr. Osowski served as a past president of the Gen. Casimir Pulaski Parade Association Inc., of which he was a lifetime member.
Mr. Osowski also served as a probation officer at Media Courthouse for nine years.
He was employed as an electrical foreman by the former Sun Shipbuilding & Dry Dock Co. in Chester for 25 years before his retirement from there in the late 1960s.
Surviving are his wife of 66 years, Beatrice Eleanor Orlowski Osowski; a daughter, Joane B. Smith, with whom the Osowski's had their home in Media in recent years; a sister, Lillian Osowski of Upper Chichester; two brothers, John Osowski of Chester and Joseph Osowski of Eddystone; five grandchildren and six great grandchildren.
Mass of Christian Burial will be celebrated at 10 a.m. Thursday at St. Hedwig's Catholic Church, 4th and Hayes streets, Chester. Burial will follow in St. Michael's Cemetery, Chester. Calling hours are after 7 tonight and after 7:30 a.m. Thursday at the Kaniefski, Kendus D'Anjolell Memorial Home, 3900 W. 9th St., Trainer.
