Fred J. Dugan, 39, was appointed to the police force Oct. 25, 1945.

Prior to that he had worked at American Viscose Co. for 10 years and was a clerk at Ford Motor Co. for four years.

He is married to the former Ruth Dukes and they live at 1005 Parker St.

He attended the parochial schools of Chester and also studied at business school for two years. For off duty relaxation he says he enjoys watching sports.
